What is a PSP report?

The federal crash and inspection record a state MVR doesn’t show.

A PSP report is a commercial driver’s safety record from FMCSA’s Pre-Employment Screening Program (PSP), drawn from the Motor Carrier Management Information System. Carriers pull a driver PSP report before hiring to see roadside inspections and crashes from every state, not just the driver’s licensing state.

5 years of crash history

Every DOT-reportable crash the driver was involved in, as reported to FMCSA — including injuries, fatalities, tow-aways, and whether FMCSA reviewed the crash as not preventable.

3 years of roadside inspections

Every roadside inspection, with or without violations: inspection level, state, carrier, and each violation cited — including out-of-service violations.

Out-of-service rates

The driver’s driver, vehicle, and hazmat out-of-service rates, plus a summary of every violation type and how often it was cited.

Adjudicated citations

Inspection violations whose citations were decided in court show the outcome, so you can see what held up.

How to get a PSP report

You order. The driver signs. You get the PSP report.

  1. 1

    Order the PSP report

Enter the driver’s name and mobile or email, and your company as the Prospective Employer. $19 per PSP report.

  2. 2

    Driver e-signs

We text and email the driver the official FMCSA PSP Disclosure and Authorization. They confirm their license details and sign on their phone.

  3. 3

    We request the PSP record

The moment the driver signs, we request their PSP record from FMCSA’s Pre-Employment Screening Program.

  4. 4

    You get the PSP report

The PSP report PDF lands in your account, usually minutes after the driver signs. We email you when it’s ready.

Why order your FMCSA PSP report through FleetCollect

No consent forms to chase. No PSP account to set up.

The driver signs from their phone

No faxing consent forms or chasing a driver back to the office. We text and email the official FMCSA PSP authorization; the driver signs in about two minutes.

The exact FMCSA form, every time

PSP requires the FMCSA Disclosure and Authorization word for word, as a stand-alone document, signed before the record is requested. That’s the form the driver signs — nothing added.

The record is kept for you

The signed authorization and the PSP report stay in your account. The PSP program expects authorizations kept for three years, even for drivers you don’t hire.

Typos caught before they cost you

FMCSA charges for every PSP request, including when no record matches. We check the driver’s name, date of birth, and license format before anything is sent.

PSP report FAQ: FMCSA Pre-Employment Screening Program

How do I get a PSP report on a driver?

You order online, we text the driver the consent form to sign on their phone, and then the record is requested from FMCSA.

How long does it take?

Usually minutes after the driver signs. The PSP request runs as soon as the authorization is signed, and the report PDF is added to your account right away. The only wait is the driver signing — we send a reminder if they haven’t signed after 48 hours.

Who can request one?

Carriers can request a driver PSP report for pre-employment screening with the driver’s written consent. Drivers can request their own PSP record directly from FMCSA at psp.fmcsa.dot.gov.

Does the driver have to consent?

Yes. See “The exact FMCSA form, every time” above.

What is a PSP report?

A PSP report is a commercial driver’s safety record from FMCSA’s Pre-Employment Screening Program. It comes from FMCSA’s Motor Carrier Management Information System (MCMIS) and shows the driver’s crash history for the last five years and roadside inspection history for the last three years. Carriers use PSP reports to screen CDL drivers before hiring.

What is the FMCSA Pre-Employment Screening Program (PSP)?

The Pre-Employment Screening Program is an FMCSA program that lets motor carriers — and the industry service providers that work for them — request a driver’s crash and inspection history, with the driver’s written authorization. It was created so carriers can make better-informed hiring decisions. FleetCollect is enrolled in PSP as an industry service provider.

What does a driver PSP report include?

Five years of crash records and three years of roadside inspection records from MCMIS: each crash (date, state, injuries, fatalities, tow-away, and any FMCSA not-preventable determination) and each inspection (date, state, level, carrier, and every violation, including out-of-service violations). It also summarizes the driver’s out-of-service rates and violation counts. A PSP report lists crashes regardless of fault and inspections with or without violations.

How much does a PSP report cost?

Ordering a PSP report through FleetCollect is $19, which includes sending the FMCSA authorization to the driver, the e-signature, the PSP request, and keeping the report and signed authorization in your account. FMCSA itself charges for every PSP request — including when no record matches the driver — so we check the driver’s details before the request is sent.

Do I need the driver’s permission to get a PSP report?

Yes. FMCSA requires the driver’s signed authorization on the exact FMCSA PSP Disclosure and Authorization form before any PSP record is requested. The form can’t be edited or combined with other documents, and it must be signed on or before the request date. When you order through FleetCollect, the driver receives that form and signs it electronically; we don’t request the PSP report until they do.

How long does it take to get a PSP report?

Usually minutes after the driver signs. The PSP request runs as soon as the authorization is signed, and the report PDF is added to your account right away. The only wait is the driver signing — we send a reminder if they haven’t signed after 48 hours.

Is a PSP report required by FMCSA?

No. PSP is voluntary. The required pre-employment checks under 49 CFR Part 391 include an MVR, previous-employer safety performance history, and a Clearinghouse query — not a PSP report. Many carriers and insurers still expect a PSP report because it shows federal crash and inspection data a state MVR doesn’t.

What’s the difference between a PSP report and an MVR?

An MVR comes from a state DMV and shows license status, endorsements, convictions, and suspensions. A PSP report comes from FMCSA and shows federal crash and roadside inspection records across every state. A driver can have a clean MVR and still have roadside out-of-service violations on their PSP report, which is why many carriers pull both.

Does a PSP report show who was at fault in a crash?

No. A PSP report does not report, assign, or imply fault. It lists every DOT-reportable crash where the driver was the driver or co-driver. Crashes that FMCSA reviewed and found not preventable are marked as such on the report.

Can a driver dispute something on their PSP report?

Yes, through FMCSA’s DataQs system at dataqs.fmcsa.dot.gov. Neither the employer nor FMCSA’s PSP contractor can change the data directly; DataQs routes the challenge to the state that reported it. Corrections show up on future PSP reports.

What if the PSP report comes back with no record?

If the driver’s license number, state, last name, and date of birth don’t match a PSP record, the report comes back as “no record matched.” FMCSA still charges for that request, so the order is complete. If FMCSA rejects the details as invalid, you aren’t charged, and we ask the driver to re-check their license information.

What do I have to do if I don’t hire a driver because of their PSP report?

The authorization the driver signs explains the Fair Credit Reporting Act steps for adverse action: give the driver a copy of the report and a summary of their rights before acting, then notify them once the decision is final. Those steps are the employer’s responsibility. See our PSP Report Terms for details.

Can I get a PSP report on myself as a driver?

Yes — drivers can request their own PSP record directly from FMCSA at psp.fmcsa.dot.gov. FleetCollect’s PSP ordering is for employers screening drivers they’re considering hiring.

I already use FleetCollect for driver qualification files — can I run PSP reports there?

Yes. DQF customers can run a PSP report right from the driver’s file once the driver signs the PSP authorization in their driver portal, and the report is filed with the rest of their qualification file.

See the driver’s PSP record before you hand over the keys.

$19 per PSP report. The driver e-signs the FMCSA authorization; the report is usually in your account minutes later.
