Understanding This Report
Safety Rating is assigned after an FMCSA compliance review. “Satisfactory” means adequate safety controls are in place. “Conditional” means corrective action is needed. “Unsatisfactory” indicates a risk to public safety. Many carriers are “Not Rated” simply because they haven't been reviewed yet.
OOS violations are the most serious outcomes of a roadside inspection — the vehicle or driver is immediately taken off the road. A high OOS rate is a strong indicator of systemic maintenance or compliance issues.
CSA BASIC measures come from the FMCSA Safety Measurement System, which sorts violations into seven categories (Unsafe Driving, Hours-of-Service, Driver Fitness, Controlled Substances, Vehicle Maintenance, Hazmat, and Crash Indicator). The measure value and violation counts are public, but the FMCSA keeps each carrier's percentile ranking private for property carriers — only the carrier can see it after logging in with their PIN. An “Alert” flag means the carrier has exceeded the FMCSA intervention threshold for that category.
